Project Management Tasks:

  • Review previous jurisdiction and regional incident, training, and after-action reports, project analysis, and discussion documentation; facilitate discussion to further define gaps/needs.
  • Conduct an analysis, and make/present recommendations to the CM EMAC to address areas/activities for improvement.
  • Develop a comprehensive training and exercise, and event plan and schedule to implement approved recommendations.
  • Solicit and collect information on known external training, exercise and other event opportunities form within the region and statewide; regularly update CM EMAC members on upcoming trainings, exercises, and events.
  • The contractor would create, facilitate, evaluate, and assist with improvement implementation for an active threat exercises up to 18 times throughout the region.
  • The contractor will build a base exercise focused on active threat and tailor it to each county upon request.
  • The contractor will then facilitate the exercise and create an after action report/improvement plan in coordination with the local county.
  • In addition to regional coordination, the contractor would also work individually with each county to focus on their gap analysis and work to enhance their preparedness level through training and exercise implementation based on a terrorism event.
  • Work with training, exercise and event hosts to facilitate sharing of lessons learned and best practices.
  • In all activities, identify/arrange for technical experts as needed.
  • Upon request, assist the region with related regional activities.

Formal education in emergency management, public safety or similar field and two years of experience or five years of progressive emergency management experience. Must possess a valid MN driver’s license and reliable transportation. Must have experience in using Microsoft Office Suite.

Preferred experience beyond minimum qualifications: Experience conducting disaster exercises, work as an emergency management planner (or similar position), state certification as emergency manager, PCII credentialed, WebEOC experience, grant management and completion of IS700, IS100 and IS200.
